Position Summary

The Vice President of Programs & Delivery is a senior executive responsible for the overall health, profitability, growth alignment, and strategic direction of J29’s Programs & Delivery organization. This leader owns portfolio-level financial and delivery performance, partners closely with Business Development and Capture, and leads strategic initiatives that strengthen J29’s ability to scale and grow.

Primary Mission

Own the overall health, profitability, growth alignment, and strategic direction of the Programs & Delivery organization.

Key Responsibilities

Portfolio P&L Ownership

  • Own overall delivery financial performance across the portfolio.
  • Manage revenue, margins, utilization, labor strategy, and contract profitability.
  • Conduct portfolio-level forecasting and identify contracts requiring intervention.
  • Make strategic decisions regarding staffing investments, labor mix, and resource allocation.
  • Establish expectations for financial accountability across Programs & Delivery.

Executive Leadership

  • Serve as executive sponsor for major and strategically important contracts.
  • Represent the Programs & Delivery organization to the CEO, President, Board, clients, and strategic partners.
  • Lead annual organizational planning and establish delivery strategy, priorities, and performance expectations.
  • Provide executive-level visibility into portfolio risks, customer concerns, financial trends, and organizational needs.
  • Develop leadership capacity and succession planning across Programs & Delivery.

Growth Partnership

  • Serve as an active strategic partner to Business Development and Capture.
  • Participate in pipeline reviews and shape bid/no-bid decisions based on delivery capability and risk.
  • Support pricing strategy and workforce planning with realistic delivery assumptions and labor strategies.
  • Identify expansion opportunities within existing contracts and drive organic growth initiatives.
  • Ensure lessons learned from current programs inform future proposals and delivery models.

Strategic Initiatives

  • Lead delivery maturity improvements and PMO development.
  • Sponsor technology modernization and AI/process automation efforts.
  • Lead or sponsor M&A integration activities, new service-line development, and large-scale organizational change.
  • Create scalable systems, processes, and performance measures that support continued company growth.

Senior Leadership Oversight

  • Directly oversee Program Directors, the AVP of Programs & Delivery, and major portfolio leaders.
  • Set clear expectations and accountability for senior program leadership.
  • Coach and develop leaders while empowering them to own day-to-day program execution.
  • Ensure significant financial, contractual, customer, organizational, or reputational risks are escalated early.

Qualifications

Required

  • Significant senior leadership experience overseeing multiple government contracting programs, portfolios, or business units.
  • Demonstrated experience managing program or portfolio P&L, including revenue, margin, utilization, labor strategy, and forecasting.
  • Strong understanding of federal government contracting and complex program delivery environments.
  • Experience leading Program Directors, Program Managers, or comparable senior operational leaders.
  • Demonstrated executive-level customer relationship and communication skills.
  • Experience partnering with Business Development, Capture, Finance, Contracts, and workforce functions.
  • Strong analytical, organizational, financial, and decision-making capabilities.

Preferred

  • Experience supporting healthcare, health and human services, CMS, HHS, or other federal health programs.
  • Experience developing or maturing a PMO or enterprise program-management framework.
  • Experience with technology modernization, automation, AI-enabled operations, M&A integration, or new service-line development.
